In case anyone has the same problem in the future 1500 rpm limit was caused by exhaust back pressure sensors. -

Hi. I know this is an old thread but I am having the same issue with engine limited to 1500 rpm and very sluggish. I have changed the turbo (incl actuator), inlet flaps motor, MAF sensor, cleaned and tested the swirl flaps and still no result. Would appreciate if you let me know what the issue... -
