I was referring to the £200 energy allowance which all households will receive and not the winter fuel allowance which is paid to state pension recipient households.

The £200 energy allowance is a loan which will have to be paid back over a few years is given to all households, whereas the £150 rebate on council tax is only payable to those in bands A-C. This makes some sense I think not that you can generalise income being proportional to your house value.

£1300 sounds like the cost of a 3 year service plan on MB rates so are you sure your 3rd service is not included.
