I used to work next door to a dent removal company, and some of the repairs they undertook didn't seem possible, so well worth an ask of your local.

I'm a panelbeater and bye looking at the picture I don't think a paint less dent removal would be possible on your wheel arch as gaining access 2 this would be difficult and on the arch the metal will be quite tight so pushing it will probs break the paint ,however it would be an easy repair at a bodyshop and won't break the bank I shouldn't think
