Is he delusional? You could say he's trying it on hoping someone who doesn't know their prices will buy...BUT if you are after such a specialist vehicle you would definitely know what they are worth.

Possibly from the States if import duty has been paid. If that's the case with the Vin you can track the history on a US site and can often get images on Google of the original damaged condition of the vehicle before being auctioned or sold on by Insurers.
