The petition misses out the bit where he explains how the lower fuel tax will be replaced by higher taxes on....

A fuel price stabiliser will be exploited by the fuel companies who will jack up their prices knowing the government will be forced to cut the tax take to maintain the pump price, thereby leading to higher taxes elsewhere.
