Headlamp adjustment problems

With the onset of darker evenings I 'd just found out that I need to raise the cars headlamps, they seem to be so low down & when I turn the adjustment wheel nothing seems to happen. All vacuum pipes appear to be connected & in good order & the adjustment wheel moves easily & clicks when turned between 1 & 4 passengers.

How do I check it's working & not blocked or anything ?

I would guess that the most simple way (I could be wrong here) is to carefully pull the vac line off at the headlight. You should then hear it hiss or stick your tongue on it and feel it suck. If nothing? I would hazard a guess that a line is parted somewhere and you may have to follow it from the switch to the light or backwards.
 
Is it a W204- have you tried adjusting the height/strafe screws on the headlights?
 
Chees guys, I'll go with the first suggestion, & thanks ash I have tried adjusting the adjustment screws, & the problem is on my 169. will give it a go tomorrow
