Help!! How do I fit a baggage cover?

I have a 92 250 TD which doesn't have a baggage cover nor the fittings to take one. I bought a complete cover with fittings but now I am stuck. The plastic inserts which locate and hold the cover should be let in to the seat back, I can't find a way to remove the seat back in order to do this.
Please help!
