How do I remove the poly belt?

No. The pulley is sprung loaded.
There is another hex head off that pulley, but close to the pulley that will pull the pulley inwards thus loosening the belt. I think it's a 13mm...
 
Yes, I know this is supposed to be really easy but I am stumped.

The idea is that you slacken off the tensioner by turning this bolt counter-clockwise, yes?

But what sort of bolt is it? And it seems to be in a bit of a sorry state.

Correct, make sure your spanner/socket is a good fit so as not to damage the nut.

Picture of one that is undamaged, I used a socket on it with no problems, yours looks damaged.

I had a go at that nut but it's almost impossible to get any purchase on it which makes me think I'm going to need a new belt tensioner.
 
That nut doesn’t rotate, it becomes a lever when a spanner is put on to it and moves upwards allowing the belt to slip off or on.
Get a garage to tack welds another nut or a short piece of a metal bar on to that nut, lot easier than replacing the whole thing.
That Black plastic thing around the nut just pulls off, some kind of dust cover?

I am rather ashamed to admit it but I did try pretty hard to pull off that dust cover (it appears to be both rubber and metal) without success. Is there anything useful underneath it?
 
As the nut is already damaged, no harm in trying a mole wrench.
As already mentioned, you are only going to lever the pulley to the left away from the belt, you're not trying to undo the nut.

The reason I mention the dust cover is that it is plastic in case you were to weld it, it might melt, no useful purpose in removing it unless you weld a nut on to that nut.

My dust cover is cracked, that’s why there is Blue tape on it, to stop it getting worse.

A small monkey wrench, if you can get a grip might work too, as said, nothing to lose.

Edit; you might get a better grip if you did remove the dust cover.

Well, I tried mole grips with no luck. Then I had a go at removing the dust cover. And voila! There's a hex nut underneath.



After that it was really easy.
