No cruise control

Hi, can anyone tell me why my 65 reg A 180 d sport 1.5 doesn't have cruise control ?....

Is it because nobody selected the option when it was purchased?
The Driver Assistance Package is (was?) an additional £1700.

I thought it would have been standard and I'm pretty sure the spec says it also

If it's a pre facelift manual it was an option
