One side of my headlamp washer isnt working, I suspenct either its blocked or the pipeing has been dislodged.

Without removing the wheel, wheelarch liner, bumper is there anyway to extend it without it popping back into the car after being pressed?

Have someone operate it from inside while you stand next to it with a pair of Mole grips :D

If the piping was dislodged the bottle would empty. I suspect a blockage.

Maybe pull the pipe off at the bottle end and blow compressed air down it (in reverse)?

Very, very risky using compressed air, you could easily split a pipe or detach a coupling somewhere causing even more problems. Be thankful, you've not got a BMW, their screenwash reacts with non oem stuff causing it to coagulate and block everything up.
