If you grind it down it will make did a very sharp body panel. I would not grind it down.
sand down as much as you can. Remove as much of the rubber sealant and perhaps inspect with a small camera

I had a look underneath and removed all the rubber grommets and each of them reveal rust.

My r129 only has a engine panel trim on the underside and the left hand side but there is nothing on the right hand side.

I have not had great results with various rust treatments and media blasting and powder coating gets the best results I agree. Although a part I had powder coated 2 years ago cracked a little bit and rust appeared underneath.

Sadly don’t know anyone with a welder nor compressed air. Will give local garage a call on Monday. They helped out with a stubborn wheel locking nut last year and it took them 30 mins. Will have to put all the struts back on for the 1/2 mile trip.

I put the car on a jack stand and tested for play and all seemed okay. I know it is not a definite answer. Both sides were very similar.
who knows but if seems odd that it has stopped now since I have bend the protective plate.
at first the noise was constant. After a short drive it stopped and could only be heard when turning left.
after I removed the wheel yesterday I bent the protective cover back a bit and I drove the car again today and no noise so pretty certain it is the protective cover.
