I had a similar problem on a 95 Golf , replacing the clutch fixed it. First check the fluid and master and slave cylinders for leaks. Replacing the clutch on a Golf is fairly straight forward.

While you are waiting for the correct cable , to get you going , extend the outer cable with a short length of 10mm plastic water pipe , cut a slot to fit over the inner and wrap with a bit of tape. Take all of 5 minutes.
