I completely agree this is a common sight on our roads - but I can assure you there are some police officers on the roads enforcing this legislation on a daily basis ;)

If it's on a road the public have general access to then the police will act (it will come under the Road Traffic Act). If it's on private property the police have no powers except under certain circumstances and normally only if a crime has been committed. In the OP's circumstances the latter...

It's just a short trip out to Estoril and the public transport there used to be cheap and plentiful (train). Nice big casino near to the Autodrome which has/had restaurants and galleries. There's also some nice coastline/beaches (beware of the racy tides though!).
