It shouldn't be French polished, as a finish it isn't water resistant. It'll be a clear lacquer that can withstand the odd drop of water without spotting.

To an extent it does, but I thinly etch prime them so the paint sticks well. Then I apply a thin coat of paint. If you use a good quality socket it's fine. You can only really see the top of the bolt. Minor damage on the corners just doesn't show.
