Try follow the vacuum lines and then you will find it. I had similar problem with mine , all it was a tiny split in one of the vacuum hoses , i sealed the leak and problem sorted.

Try under the rear seat , thats where it was on my w124. on the drivers side under the rear bench seat , hope that helps.
