My E class 2001 heater fan will not stop. I think the regulator is at fault and I am looking for a replacement. It is a Valeo 539.9875.310. Can anybody help?

Should the large fan (behind radiator) always be on? With a/c off and starting on cold mornings i'm sure mines kicks in straight away. Have not had the car long but for the first day or two I had it I was sure this was not the case and latterly I noticed more engine noise?

Guys I have the pana roof and it looks like it has some solar panels at the front/rear. I'm assuming these activate a fan in hot weather to cool the car is this automatic or do I have to to activate etc. thanks
