if i had a blocked cat on my ml270cdi, why would the inport motor shut the flaps on inport manifold at high revs.

i have a power problem with my ml270 cdi it has been on star and there is no trace or problem coming up when the car is under hard revs it does not wont to go like i have no boost i have seen today that the flaps open and close on inport motor but when rev hard its closed the air mass is new...
