1988 300TE intermittant heat

Hi.
I'm having problems with the heater on my 1988 300TE. Every once in a while there is no heat. The fan works fine. When there is no heat there is no power to the Aux water pump under the hood, often the 3 little LEDs on the recirculation, Air Conditioning, and Defrost buttons are on dim and the switches don't work. If I turn off the ignition and restart usually everything works fine again. I'm thinking that the control module may be faulty (cold solder joints like a cruise control amp?). I see the control part number 124 830 19 85 every once in a while on ebay.de for maybe 20 to 40 Euros, but the vendors never ship to Canada. I've attached a photo of the part.

Does anyone have a good source for one of these controls that will ship to Canada? They never seemed to fit this type of heater control to cars built for North America. Or if you have other suggestions on what the trouble might be, I'd be happy hear them.
