20 mph zones - no fixed penalties for speeding

Out of interest, and slightly OT, but can anyone advise as to who I would need to contact to get the speed limited enforced, lowered or speed humps / cameras installed ?
Our village has 30mph limits, but often cars pass at 40+....and at night it is becoming a race circuit for motorbikes......

I suspect the Council would be your first port of call

And what about the more responsible motorcyclist (myself included) that so happens to drive along in all innocence and falls prey to your devious trap. How would you then feel if they are severely injured, permanently disabled or even suffer a fatality? Would you then own up to what you had done - don’t think so. Despicable really to even suggest such underhanded tactics. I must remember to keep away from the Cheshire countryside given your dislike for motorcyclists.

Yes because injuring or potentially killing someone is a great punishment for someone doing 40 in a 30:fail.

Probably Parish Council would be first port of call.

Just done this exercise for my village. One road in particular is very prone to excess speed (30mph) limit.

Got the council to measure speed, and it was indeed excessive. The looked at lots of measures to reduce speed. Chicanes, speed bumps, humps and pillows, change of junction priority and some other things, including 20mph limit.

The geography and road layout meant only speed humps were possible, and a change of priority at one junction. Fair enough, that would have been effective. The council got the budget, around £60k, nice in these cash strapped times.

One condition was that there was support for these measures - the council didn't want to spend the money, then be nagged to remove the speed reducers, which is fair enough.

The residents were polled, and decided they didn't want any speed reduction measures!

Interestingly, NW electricity will be removing street lights from their power poles in a month or two on health and safety grounds! The council has no budget to replace the lights, which means the 30mph limit becomes 60 mph(nsl).

Make a complaint to the local Police, and ask that they carry out enforcement action at an appropriate time of day to catch the p*ss-takers. Don't be surprised if a good proportion of those caught are your neighbours though.

BTW, if people are ignoring the 30mph limit, what's the point in having the limit reduced?

This needn't be the case.

Currently (I presume) the Traffic Regulation Order for the road in question makes it a Restricted Road by way of the system of street lighting and therefore subject to a 30mph limit.

All the council need to do is enact a new TRO and erect appropriate signage (30mph terminal signs at each end and regular repeaters) for it to remain a 30mph limit. It doesn't need street lighting to be subject to a lower limit than nsl.

You are correct. The council seem to think it will take around 6 months to sort out the necessary arrangements - we are still 'fortunate' enough to have both a district and county council who are good at blaming each other! They may surprise us....

In my experience, when it comes to anything to do with roads councils do whatever they intend to do, and drag their feet when asked to do something else.
