2005 Vito W639 2.1 Wont Start

My Vito won't start! I disconnected the pipe from the fuel filter and when I turn the ignition on the fuel pump will prime (spurts a small amount of fuel) but when I crank it no fuel comes from the tank? It was blowing a 10A fuse in position 40 on the main fuse board, so I put a bigger one in and it pumped fuel but blew a second later.. anyone help?
