This is if you click "Go Advanced"
At the bottom of the page just above the text box where you type is a set of icons.. one around the middle has a little globe with what looks like a chain.. click that and paste in the url to the item you want to link to...?

Otherwise it's just next to the postcardy looking thing on the row of icons above your quick reply text box..it has a little globe with what looks like a chain

Or just paste the URL into your response and the forum software automatically turns it into a nice looking link (new feature a few months ago).
