A strange way to drive

Following a foreign plated (possibly Ukranian) large 4wd thing this am. Going quite slowly over a 2 mile stretch of back road, the driver came to a virtual stop at every bend in the road, indicated the way the road was turning and set off again. Onto the main road and the same thing happened and as I got passed at the roundabout saw that the driver and passenger were very young females - looked to be mid teens at the oldest. Strange behaviour indeed.
