A207 air cap goes up for few seconds then close down

I have 2010 mercedes a207 .
The aircap goes up for few seconds then goes down immediately and doesn't go up till i restart the car and keeps doin the same thing

Mine is speed sensitive and doesn't go up until I reach 30mph
