My 2003 CLK320 W209 has aftermarket HIDs installed by a previous owner. They are absolutely crap, the light is scattered all over the place and I have been unable to adjust them succesfully so I have decided to get rid.
Can anybody advise me the best way to go about this? The bulbs are located by rubber grommets so I imagine the original bulb holders are missing.

The bulbs are unlikely to have used 'new' holders to locate them. All the kits I have ever come across use the cars original holders to hold in place. I would try locating your new halogen bulbs into the 'rubber grommets' that hold the HIDs.

If your headlights aren't the projector beam type then HID's will produce terrible beam scatter as you say. Best to go for a performance halogen bulb.
