Apparently, you can book flights with low-cost carier Air Bagan from Luton airport to many European destinations:

Air Bagan Flights & Booking | Wegotravel.co.uk

However, on their website they are claiming to be a privately-owned local airline flying small fleet of 4 ATR turbo-prop plane to regional destinations in Myanmar.

Air Bagan | Treasure of Myanmar

Wikipedia agrees with the latter (though Wikipedia thinks they ceased trading last year...)

A Google search shows quite a few baffled customers asking on Internet forums who Air Bagan is - but no one seems to know. The only bit of information I found is that they havd code-sharing flights with Hungarian low-cost carrier Wizzair.

Has anyone heard about this airline...? Are there two airlines called Air Bagan? Confusing....

If you look at the “contact us” page on the wegotravel.co.uk site - you get contact details in Egypt!
The thick plottens!

It's the contact telephone number of the Wego website, not of Air Bagan.

There seems to be more information online about CIA black opps rendition flights than about Air Bagan. The Air Bagan that flies A320 out of Luton, that is, not the Myanmar-based Air Bagan that flies regional ATR planes from Mandaly.

If this Air Bagan is "flying" out of Luton then I suspect it's actually Wizzair aircraft doing the flying. They are Airbus A320 and 321s predominantly and the fleet is very new in terms of average age (5 or so years compared to someone like Jet2 which is about 20 years old).

Flown with Wizz once and it was all perfectly normal. Would have no qualms doing so again.

So if the above is true just go on the Wizz air website!

Yes, Wizzair and Air Bagan seem to be one and the same (and both have the same IATA code W9).

It's still a mystery why there is no information online about 'Air Bagan', and what is the link - if any - to the domestic Myanmar airline with the same name?

Its Wizzair mislabelled by a reseller

W6 is Wizzair Hungary
W9 is Wizzair UK

Bagan used to be coded W9 by IATA but is dead as dead can be. And missed by absolutely nobody

Thank you.

This appears to be the correct answer.

The reseller's computer incorrectly assigning the description 'Air Bagan' to code W9 instead of 'Wizzair'.
