Air Cap on Windscreen

My E class cabriolet, screen air cap only goes up when the roof is closed no other time? any ideas

No, only the roof is closed so opposite to how it should work

All sorted earlier models apparently only operated via switch up / down later models like mine are speed operated once switch operated it goes up above 30mph down lower than 30mph. dealer didn't even know????
