Air-con not coming through centre vents

The coloured tubs are going into a “Black” valve “block” and then there is the engine block, that’s where the exhaust comes out of.

Oh! I've just found out that when the EC button is pressed, it takes about 10s or so for air to come out from the centre vents! With EC switched off, there's no air. Do you know why air is pushed out from the centre only in EC mode?

EC is economy, it turns off the aircon and Red light illuminates to show aircon is off.
Maybe a fault in the heater control unit?

Do you have the user manual for that car?
Is there a good healthy blow from the center vent on setting 5?

Indeed. The airflow feels pretty strong on high settings, e.g., 3+. Could this still be a vacuum leak problem if air comes out when EC is switched on?

Would seem some electronics is allowing the flap to open to allow air through the centre when the aircon is off. All very odd.
The manual is for an electronic version so not much use.
