Annoying pulsating/vibration driving me crazy!

So I can hear a pulsating type of noise - mainly at low speed up to around 20mph... above this it feels like the noise is still there but being drowned out with the speed.

Pulsating
Reduces and increases with wheel rotations\speed
Can feel vibration around footwell floor in sync with the pulsating
Applying brakes slightly does not make noise go away


As I can feel a pulsating on the drivers footwell i am assuming the issue is from the front wheels. I have jacked up each corner and checked for the obvious nails etc in tyre, nothing.
The drivers side TPMS light is on and showing there is a fault. Could the sensor have broken off and it now being knocked around with the wheel movement? I spun the wheel when jacked up and could not hear anything knocking about.
I noticed the front passenger side tyre had heavy wear on the inside tyre. This tyre has now been replaced along with the wheel balanced.
Checked for bearing play in the front wheels, nothing.

Next...

Get the front drivers wheel off and see if they sensor has broken off. Can I buy a single sensor and replace? with it auto connect back on to the system? Will get the wheel balanced at the same time.
If this does not resolve then I will look at swapping out the rear alloys to see if noise is still present.
At some point will get a 4 weel alignment done as well.

Did you spin the tires to see if the wheel bearing is okay?
Did you stand the tire up to make sure that a cord hasn't broken?
