This clamp-like tool has been donated to the WorkAid charity i volunteer at, but we can’t identify it. Can anyone help please? Thanks in advance

Valve spring compressor from days gone by....I have a similar one. The holes in the side of the top part allow access to the collets.

Are you telling me that I never needed to press down with a flat blade screwdriver whilst risking losing my fingers removing the collets?
 
Or…..
..putting a suitable sized socket on the collar and hitting it VERY hard and hey presto!!! Lift the socket and the collets will be in there.
Only things needed were 2lb hammer, socket, and full head and body protection if it doesn’t quite work.
