BBC Website in 'excessive use' of quotation marks!

I've noticed nearly all the headlines on the BBC site have quotes in them. Most of them are "irrelevant" to the story.

Is it to protect so they can say it was someone else's words not theirs?

Also they seem to use the apostrophe rather than quotations marks.... or is my knowledge of grammar and punctuation out of date?

I still can use the word "till" as a replacement for until..... it's 'til..... :dk:

Me and a mate once settled a drunken argument over apostrophe 's's by arm wrestling, so the rules have changed now. I can't remember if we took minutes to refer to to advise you properly!
 
The BBC always try to appease all parties...

Terrorist attack convoy.

Convoy attacked by 'terrosits'.

The former will enrage supporters of the attackers.

The latter wil result in protests from supporters of those on the receiving end.

Or, off late, the BBC are trying to completely distance themselves from the news:

Gunmen fire at convoy...
