Blower Motor Stuck on One Speed

Hi,

I have a '89 190d. I bought a new blower as the old one wasn't working at all. I connected up the new blower but it always stays on and has the same speed. Whenever I try change the speeds, nothing happens. The blower lever definitely works as I can see it move.

What could be causing this issue? Could it be the blower resistor/regulator?
 
The resistor could be a possibility, But they are expensive new from MB, I am not sure how the fan speed switch works but it could be a contender, hopefully someone will soon be along with a definate answer
 
For sure regulator.
I just changed mine on my Dodge,was only working on high speed.
On my two w140's had the same issue
