Brake Disc replacement needed?

Hello,
Some friends brake rotors have a lip of around 1cm and a lot of ridges on the disc surface. The brake pedal has no vacuum at all you need to press it all the way. My take is that he needs new ones right away but he keeps challenging it so much that I am begining to question myself. So whats your take ladies and gents?
 
Your friend is a clown ? The discs are barely a cm thick to start with.

1cm lip, or 1mm??
 
What model is it?
 
A 1cm lip means they are absolutely knackered and borderline dangerous. Change them and go from there.
 
Does the OP mean lip as in the edge of the disc is 10mm thicker than the main disc

OR there is a 10mm ring of rust around the outer circumference of the disc (where the pad is not touching the disc)
 
If the pedal has to be "pushed all the way"...something is obviously very wrong
Lots of ridges on the discs? Pads completely worn...
New discs and pads urgently is my opinion.
 
Tell him they will be fine till they detach from the rest of the disc.

However, if they are vented discs they will be fine till they look like this.
