Brake judder

I've noticed a judder from my brakes recently when applying them firmly, new pads fitted and discs not warped, and definitely worse in the snow. Is it possible that there is a fault with the ABS?

1989 230CE.

Is it possible it is the ABS cutting in? (Snow)
 
If it is the ABS cutting in (you'll feel it as a rapid pulsing sensation through the pedal etc), and you're sure that the wheel isn't physically locking up, it's possible that the wheel sensors are faulty/dirty - quite a common issue on older 124s/201s etc IIRC. (wheel sensors fool the ABS system by giving irregular speed pulse hence the think the wheel is locking)

But bearing in mind your comment 'worse in the snow' I'd be more convinced that the wheel is slightly locking and the ABS is really only do it's job ;)

It was the break discs, judder has gone since new ones were fitted.
