Panorama Programme on BBC1 tonight was about the death of the high street, said that people now shop in out of town centres, perhaps because they can park, and doesn't cost them a fortune. Make life difficult to use a car and the place will die. Make parking cheap and convenient and encourage people to the City Centre.
 
One thing to note, is that it would be easier for busses and lorries to be HFC-powered than it is for private cars, because the refuelling of HGVs and commercial LGVs can be done in the company's depots and according to a pre-scheduled plan, thus eliminating the need for a nationwide publicly-accessible refueling infrastructure.

Might put a stop to low-lifes in old vans with a load of big fuel containers in the back and a length of hosepipe stealing fuel in lorry parks, too...

no, they will just look elsewhere, ie farms construction sites
