Bumper body work gap

I just had a new tow bar fitted on my c class estate, all ok except that after the bumper seems to be touching the bodywork by the wheel.

It does not seem right but I cannot remember if there was a gap before and there are none around for me to compare with.

So before I drag the fitter back, is it wrong?
