c class 2016 poor front brakes

anyone help ?????
failed MOT twice now with front brakes not powerful enough.
discs are perfect, new pads fitted, four new tyres fitted and still only 55% which is a fail.
any suggestions appreciated
please.

As above really, maybe brake fluid is due a change even though it's only four years but worth checking.

Mercedes recommend a brake fluid change every 2 years. Are the pads genuine MB parts or aftermarket- lots of counterfeit stuff out there?

Pedal is normal, guy in the Mot center is even stumped
