C Class W205 OM651 no boost on first small turbo

Good morning,
hoping for a bit of help with yet another problem. The car is showing no code faults yet when you first start it the first small high pressure turbo is showing no boost for the first minute whilst revving gently then all of a sudden it starts to boost and the car is normal until you stop it and start again.
I gather the small high pressure turbo deals with the start off until you reach a certain speed then the bigger turbo takes over.
Any ideas as to where to start looking as difficult without fault codes ?
