That would be the case if these were overlapping legal instruments, but they are mostly complementing pieces of legislation. The RTA is primary legislation, most of the rest are statutory instruments. Secondary legislation cannot override or undo primary legislation.
Also, complexity <> ambiguity.
I agree totally most are defining & complementary legislation and do not or cannot overide primary as you quite rightly point out, however I'm no motoring lawyer, as I said in my other posts the RTA is best defined by qualified lawyers as it is open to interpretation thats why I leave it to my other half
