They should do like they do in many countries after a disaster, send out a warning saying "Looters will be shot on sight" and mean it.

Share these sentiments-however had the police been deployed in larger numbers and acted more robustly with a more coordinated response probably would have been nipped in the bud-its all about momentum the looters /hooligans/ thieves etc are feeling uplifted by their apparent invincibility!
