I'd have to disagree, I'm afraid. I recently upgraded the main HDMI from my receiver to the screen from the cheapo one that was included with something or other to one costing over £100 and it was like someone had upgraded the TV - the visual difference was startling. I can only assume that some cables transport 0's and 1's more reliably than others

There are some slightly different specifications of cable and connector, but within the same spec they all do the same. Best way to tell is with lots of action on a 1080p film, error correction in most TVs will cover it up (it causes sparklies and dropouts) but some TVs will not display at all, especially on long cables.

To notice a quality difference on a 1m HDMI lead the old one must have been very very bad!
