CLS Power steering fault but only when stationary

CLS 320 CDi 2008 "Facelift"
I have a 2008 CLS 320 which has developed a power steering fault, it doesn't work with the vehicle stationary, but as soon as you start to move its fine. First of all I suspected the pump but now I'm not so sure?

I have checked the fluid level and that's fine.

Any thoughts would be appreciated.
 
Does it work when stationary and in neutral if you raise the revs off idle?
 
I have tried that, it makes a very slight difference but still too stiff, I have done more research and I believe it is the Speed sensitive power steering solenoid valve that's faulty. Its fine when you start driving or moving even about 2 miles per hour but parking is a struggle.
 
I have had a new speed sensitive power steering solenoid fitted and it would appear that the steering is fine going forwards, but when I go to reverse I lose the assistance again, this might have been happening before but I really didn't take notice of the direction of travel, I first thought that the new solenoid was faulty but it can't be if it works going forward. Again any thought would be appreciated.
