As a pet owner (a dog and a cat), I am horrified.

To those who might say 'it's only an animal', I should warn you that inevitability, these people will turn to humans once torturing animals no longer satisfies their sadistic need for 'entertainment'.

The bit I don't understand is why they can only say it happened between 5.30 and 8.00. Did the man leave his dog tied to a post for two and a half hours? Is Tesco Bangor such a wonderful place that you can spend that long there?

I don't know, but you'd be pretty hard pushed to spend 2.5 hours there, even if you did go for something to eat.
The carpark they talk about is an underground carpark, and there are youths who regularly hang out there.
Those youths might well be from a very nearby "dodgy" estate, but who knows.
