MOT is a more practical check of safety, not all of the laws. So, no it does not check all aspects, else it would be a 1 day task or more and probably have a 90% failure rate.

I believe this is correct. INF104 is issued by the DVLA as guidance for the ordinary motorist and perhaps oversimplifies the reality. The BS AU 145d marking is just saying that the characteristics of that number plate meets certain criteria regarding reflectivity and durability as laid down by the national standards body of the UK. As we are innocent until proven guilty the burden of proof would be on the Crown Prosecution Service to ascertain that a number plate not bearing the BS marking fell short of that Standard. This would apply to vehicles registered after 1st September 2001 and is covered under the Road Traffic Act, namely The Road Vehicles (Display of Registration Marks) Regulations 2001.
 
I feel if you have to mess with the spacing, or the font, such as making a 6 appear to be a 0, it's not really that good a plate is it.
