I did tell a driver who was sitting with their face about four inches from the wheel and steering with her forearms vertical, that if she was in an accident the airbag if it went off with her being that close it might kill her. She actually understood and attempted to sit in a more appropriate position.
 
Neighbour of my parents was a short R's and had to sit on a pallet to see over the steering wheel in his Roller. Could barely reach the pedals either. (He was an R's for other reasons as well.:D)
 
Today right behind me was a very small car, not a ford bit about similar size and I'm not sure what the make/model was.
I noted this at the traffic lights and the woman continued along the road at 40mph.

I've seen it before but this was an exceptional example IMO. The woman had her chin fractionally above the top of her steering wheel - she was wearing massive sunglasses as well.

Does no one tell them that they may be at very serious risk of injury of the driver's airbag went off?

I know of a lady relative aged about 60 that has done that from day she passed her test. I told her a few years ago, but she laughed it off.
The answer is just to get a different car that offers a better driving position , and ideally without an airbag .
