DRL on when headlights on!

The clue is in the name, should go out at night but don't and they are far to bright.

They dim by a certain percentage so they aren't blinding at night

The STAR mod dims the DRLs when the dipped beam comes on (instead of switching them off).

By the looks if it, the cheap eBay thingy is supposed to be doing the same.
