E220 W211 2008 facelift left xenon headlight not working dipped

Hi all, iv been really having a hard time with my left xenon headlight dipped beam. The left side went out one day while driving and when i checked the bulb cover was off so water got inside the headlight. I took it off the ballast was full of water, i got a new xenon bulb and a new ballast oem, dried the headlight out cleaned the connectors plugs etc.. everything i could. Still not working, there is nothing else to change, could anything not work in the actual headlight wiring etc..? I also checked the new ballast and bulb with the right side and it was working, swapped right to left and left still not working, please help have no idea what else to do lol.

Unsure if there is one but check the fuse boxes / front SAM

Hi mate, fuses seem ok iv checked them all. Where is this front Sam locataed? Could it affect just the left headlight? Thank you
 
I’m not sure but does the ballast need to be coded to the car ??
 
Dont think so, as i swapped the ballast over from left to right and from right to left and both ballast work on the right headlight. Just not on the left headlight. Brand new ballast i bought for £100. Confused. Going to try to tackle that sam unit today after work ill double check fuses etc.. but i dont think left headlight would have a sperate fuse its just a fuse for both headlights.

The front Sam is next to the brake fluid reservoir in the engine bay ,( it’s the black lid)
