Electric fans wont start when air cond is set to ON

Hi, i noticed, that when i turn on air condition, fans wont star, just arrow of RPM swings very little and thats all.. diagnosis 1st time were showing air cond compressor cluch is not functioning, but 2nd time there was no error about it.. What this could be ? i can get cold air in, but not so freezeing cold when i set temp to minimum..

Dont the the fans only run when they need to, ie very hot outside temperature?

i drive for 1.6 years now, never heard those ON. Can be if compressor is not making any pressure, or low freon, and if there is freon pressure sensor that runs fans, it can be like that..

Never heard mine run, last car was the same had to be pretty hot outside for the elec fans to come on.
