Emissions & a gas tank for an 84 280SL

have a 1984 280 SL A reg -

1. How would one find out what its emissions are re congestion charge in London

2. Thoughts on putting in a gas tank?

All pre 2001 cars are charged ONLY on engine size. CO2 Emissions are only used on cars first registered AFTER 2001. So your car is not applicable.
After October 2008, pre 2001 cars will be charged thus :-
3000cc or smaller - £8 per day
3001cc and over - £25 per day.

Thats it.

As far as fitting a gas tank - thats for you to decide whether is economically viable and cost effective.
