So, the report notes:

"Single carriageway roads once again dominate the list of roads where death and serious injuries are both routine and predictable. Some of these consistently higher-risk roads have been at the top of the list since our work began in 2002. This begs the questions: “Are the responses of road authorities to routine deaths and serious injuries on these roads proportional to the scale of the problem?” The answer, regrettably, is a definite “No”.

People continue to be killed and badly injured because simple,
affordable measures that dramatically reduce risk are not being put
in place. We would not tolerate this on our railways, or in the air, or
in the places where we work, so why do we tolerate it on our roads?"

Now speed cameras must obviously play a role but clearly other basic road safety measures which take more time, effort & money to put in place (and produce no revenues) are being ignored.

Now why could that possibly be so.....

A recent article in the Sunday Times shows the A4074, Reading to Oxford, as the worst road in the UK.
My TTG only shows ONE Gatso on this road at Cane End.

aka locally as "the thirteen bends of death"..... well it was ten+ years ago...

speed cameras are a waste of time on this road - its 'derestricted' or 'national speed limit' - the corners tighten up on the way round, and are covered in leaf poo..
