Fog lights on or off during the day/twilight/evening?

Not at all. The process for doing just that is detailed on page 116 of my user manual. :p

I did get ranted at by an old gent in a garage when mine came on as I unlocked the car. He was one of those obnoxious little old people who wouldn't listen.

And a Policewoman gave the car a look when I unlocked it kerbside one in town one evening, but I think she was quite impressed by the way the whole car lit up inside. She probably fancied me anyway. :)

Well, I wouldn't go so far as to challenge anyone about it (life's too short, etc.), but I do wonder why people would leave the facility activated if they're not getting any benefit from it. You can still have the lights come on when you unlock the car (which can be useful in car parks), as that is controlled independently.
 
On my W201, the foglights are at the same height as the headlights, but the beam cast is much lower than the headlights. They're also not terribly bright. Therefore the chance of dazzling anyone is virtually non-existent. So I use them in poor visibility (dawn, dusk, heavy rain) so that other road users can see me, not to illuminate the road. My car is mid-gray, so on a gray day, on a gray road, with a gray sky......I use my sidelights with the front foglights, just so my car isn't invisible to other road users (or pedestrians). Does this make me a bad person? I've lost count of the number of times I've been dazzled by people with xenon headlights - frequently driven by Range Rover and BMW owners.

But in this situation why don't you just use your dipped headlights? That's what they're for after all...to enable you to see and be seen in poor or low light conditions.
 
I must admit that whilst I think people who drive with their fog lights on in the day are numpties (unless it's foggy), I have never been dazzled by them. In fact they are no less troublesome than daytime running lights.

And if I'm honest, even when it's foggy and I put my fog lights on - I still can't see any more than before - I just hope it helps other people see that I am there.

Because in the conditions I've carefully described, I'm using foglights to be seen, not to see with. In these conditions, I'm using them as driving lights, as they are less likely to dazzle other drivers - especially when other idiots are either driving on puny sidelights, or worse still, no lights at all. If it's sufficiently dark that I need to use lights to actually see the road, I always use my headlights - without the fogs on.

Understood but I don't agree with your point. If you can see fine but visibility is sufficiently murky for you to require lights to ensure that others will still see you clearly you should be using your dipped headlights. If aligned properly they won't dazzle anybody. Fog lights are for heavily reduced visibility only.
 
Rears when they cause the brake lights to go un-noticed are a hazard for sure.

What I think is just as bad though is the current trend towards concentric rear lights. VW are one of the worst offenders with a light buried within a light. The upshot is get the typically sloppy driver who brakes then indicates and the indicator is damn near impossible to spot. If they drove properly of course it wouldn't be a problem - but they don't.

Given that every other concession is made for the lazy sloppy driver, isn't it time the manufacturers recognised this and made the lights more idiot proof with a reasonable separation distance between indicator and brake lamp?
